Sono i partecipanti alla piattaforma TIPS (TARGET Instant Payment Settlement), titolari di uno o più TIPS DCA (TARGET Instant Payment Settlement - Dedicated Cash Account) e identificati attraverso il codice BIC (Bank Identifier Code).
